City FINALLY Confirms Employee Leaves

In correspondence released to local media outlets today, Costa Mesa Assistant Chief Executive Officer, Rick Francis, confirmed that two employees have been placed on administrative leave. Here is the text of his statement, including the note that follows as part of it:

I will
confirm that the two city employees have been placed on paid
administrative leave (NOT SUSPENSION) pending the completion of an
internal investigation the city is conducting relative to allegations
that have surfaced concerning fiscal policies and procedures that may
not have been followed in connection with the city’s 60th Anniversary celebration.
Note:
[In general terms, suspensions are reserved for employees who have had
allegations of wrongdoing sustained against them and are typically for a
fixed duration of time. This is NOT the case
in this particular matter.]
LONG OVERDUE
In my opinion, this acknowledgement is more than a week overdue and that tardiness has only added fuel to the fires of speculation that have been burning throughout the city since word first leaked out last week.
I suspect we won't hear much more from the City on this issue. History
shows us that they will keep everything very close to the vest as what
is essentially a personnel matter gets sorted out.

There is a God (sorry for borrowing the phrase from Sandy Genis as she hit bingo on dais)! I have not been able to concentrate on anything else as my mind was reeling from all sorts of possibilities and suspicions. With this announcement I can get closure and go to work again. I imagine Robin will lose her quivering lip now that this is out.

Not if anyone involved has any brains. How could he trust his bosses? How could the bosses trust him? How could the residents trust him?

If this were ANYONE other than a 5th Floor Crony, there would be press conferences, and the whole nine yards from Riggmarshal and his pals.

I am so, so, disappointed in this city's leadership for this latest snafu. The city's 60th celebration was so epic that the experience alone had forced me to forgive Riggy for his many, many, transgressions. The near Foo Fighters experience convinced me to cast a vote Riggy's way in whatever he runs for next. Now... The only thing that could possibly make things better and possibly restore my faith in all things Riggy would be for an even bigger, and more epic city-wide celebration. Let's call it the 60th B-Day Celebrtion version 2.0. Except this time I expect this whole process to be truly transparent. I want all planning of version 2.0 to be handled directly by the council. I don't want a committee, subcommittee, bag-man, or middle-man to participate in this next endeavor. I further demand that in advance of the event all contracts with accurate quotes for prices of services rendered be provided. And obviously, all ex-parte communications betwixt the council and party providing companies be included as well. Nothing short of this could square things between Riggy and this voting resident. I demand more bread, and more circus. Oh yeah, more of that transparency thing as well. If it worked for the Romans, why can't it work on us, Costa Mesans?
All week we've been getting stories about the City slashing salaries and cutting vacation time in half. But that's only if you are a long time hardworking dedicated loyal employee who's had the fortitude to stick it out under this regime.
If you are an overpaid political hack hired onto the 5th floor and suspected of violating municipal contracting codes, to benefit cronies, marched out the building and your office confiscated under a search warrant. Then the opposite happens.
They don't suspend you...NOOOOO. You get "paid leave" in August, which by my definition sounds a lot like a VACATION.

Well, they couldn't wait to go to the press about Julie Folcik and Steve White. I guess when it is one of Riggy's boys and his associate all lips are sealed. Talk about hypocrisy.

as for Julie, yes, hypocrisy in play yet it made the press primarily due to a huge headline of the charter missing the deadline and why it was missed so not quite full hypocrisy but it definitely was played up as to why the deadline was missed.

Had it been any other employee, not one of their cronies, Righeimer would have had at least one press conference and one interview on talk radio- at least! The fact that there is an investigation underway was true in all the other instances when he went media crazy getting his voice out there.

Actually, a suspension is a slap on the wrist. Being placed on paid admin leave is typically what happens right before they're gone for good. So be happy its not just a silly suspension. Because of the amount of time that has gone by, I highly doubt Chrisine Cordon or Dan Joyce will be coming back. The icing on the cake for taxpayers would be a criminal prosecution.

My comment in the DP,
Counter proposals and suggestions have been made by residents speaking at our CM CC meetings, emailing the council, etc.
If these proposals and suggestions run counter to the plans of the council majority, directed by Scott Baugh, they are ignored and/or at times, ridiculed.
What did Righeimer call the independent audit of our city's budget paid for by the employee association? He arrogantly waved the report around while on the dais and called it (wait for it) TRASH!! Who does that?
So please spare us these lectures that we "only complain, never offer solutions".

Transparency is what I hope we get from this investigation. Speculation gets us nowhere. I’m hoping the results will be made public so Costa Mesans can see if policies were violated and if so, who the money went to, and at whose direction. If the City doesn’t step up, then I hope the press will get to the bottom of the situation!
As the city starts employee negotiations with the one-sided COIN ordinance, it’s obvious we need an ordinance that will shine light on every contract; it’s all taxpayer money. We could have used a little transparency when the contract for Public Affairs Director was handed out without competition.
It’s interesting that both the Public Affairs and Communications Director positions were filled on temporary contracts without competition. After Dan Joyce and Bill Lobdell had been in position for months, other applicants were invited to apply shortly before the jobs became permanent. Joyce and Lobdell were hired as permanent employees just a few weeks before new hires would have had to come in on a second, much more conservative, benefit tier. If the council majority really believes in pension reform, why didn’t they just ask, “Would you wait just a couple of weeks and come in under the new pension structure?”
