What Was Removed From City Hall Friday?

WHAT'S UP?
Several sources have confirmed that, around the noon hour on Friday, August 9th, an unidentified group of men were observed making multiple trips removing boxes of "stuff" - files, computers and other items -  on carts from City Hall and rolling them to the adjacent Costa Mesa Police Headquarters building.  It is not known whether this movement of materials is related to the placement of two employees on administrative leave last week, nor is it known whether those men moving the materials were city employees or representatives of an outside investigative organization.  Local media outlets have previously reported that the circumstances of those administrative actions would be investigated by an outside organization.

5TH FLOOR ITEMS?

It is presumed, but would not be confirmed by City officials, that this "stuff" was the contents of Public Affairs Manager Dan Joyce and his assistant, Christine Cordon's offices on the 5th floor.  I spoke with persons known to be present in the 5th floor Executive Offices at the time, but they would not "confirm" our presumptions.  I had the impression that, under the circumstances, they wouldn't confirm the sky was blue.  Such refusals to confirm the obvious are not unexpected when an investigation is on-going.  If, for example, this was a routine "destruction of records" procedure nobody would feign ignorance - they would admit it and defuse this issue.

EVIDENCE PRESERVATION?

If, in fact, the items removed to the police department were from the Public Affairs offices and, perhaps, elsewhere on the 5th Floor, one might presume they were taken to preserve whatever evidence might be contained therein.  That's just speculation on my part.



MORE SPECULATION
In fact, most of us will speculate that now - even more than we already have since Joyce and Cordon were abruptly placed on leave last Tuesday afternoon - it appears a serious investigation may have been undertaken.  And, if recent history is borne out, we will hear virtually nothing from city officials on this matter - even after it is closed.

HOW FAR UP?

If this issue, as some are speculating, involves misuse of public funds, mistreatment of volunteers and/or violation of rules and ordinances, I have a BIG problem with not disclosing to the public the results of the investigation.  And, if the investigation of this issue leads further up the food chain at City Hall, we are entitled to know about it.  Everybody in that building - including elected officials - works for US, the taxpayers of this community.
 
 

A FATAL INFECTION?
The longer information is withheld, the more this issue will fester and, continuing the nasty health metaphor, could lead to a fatal infection in the organization.  While a fair, impartial assessment of the facts is very important, timely disclosure of the facts to the public is also important.  We hope those in charge will listen before it's too late.

That was probably just the Sunshine Review Board lugging all the City's previous "Gold" transparency "Sunny Awards" over to CMPD for the Fab-Five "qualified" applicants to use as "shiny" new shooting targets.

Yes we do have a right to know what happened, Geoff. Unanswered questions lead to speculation, lots of rumors, false accusations and false conclusions.
We've had enough of that in the last 2 1/2 years.

If this suspension had involved anybody who opposes his rule in way, like, say, people he considers "thugs", the RIGmeister would have been the first one to let us all know what they'd done wrong to earn a suspension/investigation and attack the individuals with wild accusations. He might even have called a press conference or two. He would have jumped all over this immediately if he could spin/use it in any way, shape, or form for his own personal agenda and political gain and to discredit his "opposition." But because this incident involves 2 of his 5th floor hand chosen, and highly compensated, staff members, I think the fact he and his puppets have been so quiet about it is they are still trying to figure out a) how to spin it to the RIGmeister "team" advantage and b) how to distance themselves from the splatter this could make when it does hit the fan and become public knowledge. Even though these are 2 of his 5th floor chosen ones, the RIGmeister will throw them under the bus in a New York second to save his own skin, without a doubt. Of course this is all speculation since there's been no official statement about it yet from city hall. But geez it only happened friday. We really don't expect them to address the issue over the weekend so residents are informed as soon as possible, do we? Surely they will tell us something tomorrow!! As long as we are speculating.... 60th anniversary party, use of ocgop Baugh taste of oc (as I recall someone on planning committee said they were told by the city - the RIGmeister through Joyce?? - that's just who was going to be used for food for the anniversary party - no discussion). Maybe some outside entity is starting to take notice of how our cc majority operates. One can only hope!

Disgusted, actually it happened Tuesday. They just confiscated the equipment and files on Friday. Its interesting to see a snake bite a snake, huh?

Can't wait to see how Riggy is the one who solved this crime?

Wow, I am completely amazed at the trance that Svengali has over these little farts. None of them dare speak on their own. Man, that is mind boggling that they really can't think or act on their own, they need to be directed, ordered or allowed. With Steve taking pictures of everyone, even those that are not employees, this is starting to remind me of Nazi Germany. Glad I'm not part of that....

If this has to do with anything criminal use of public funds for personal gain, they should be serving search warrants at their home to collect more evidence.

I thought this was going to get buried. We have been hobbled without an opportunity to speak out.

No wonder our concerns fell on deaf ears. Now I know that those who were mistreated have someone to turn to: Chief Gazsi.

Lets see... If Joyce and Cordon were put on paid leave Tuesday, but the materials from their offices weren't removed until Friday, who might have had access to that office and materials in the meantime to possibly remove evidence that would implicate them in whatever this mess is??? Hmmmm - who do you think that would be? Or did he pull his puppets' strings to have it done for him? Maybe he sent in the junior deputy sheriff. This is a "personnel" matter the RIGmeister wants to keep quiet even if it doesn't directly involve him (maybe they were just fooling around together) because these are 2 of his hand picked, albeit unqualified for the jobs, highly paid boot licking puppets. It will bring even closer scrutiny of his hand picked 5th floor hires which will come back around to the RIGmeister. If it's taking this long to even "craft" a statement as to what happened, you know the RIGmeister is trying to save his butt somehow and also trying to avoid having to explain the justification for all of his highly compensated 5th floor hires (not to mention his stacked "committees"). In this upcoming election year, he doesn't need any more negative publicity. He's already listing heavily; this could sink him! Please oh please!!

We already have that from her on every subject anyway without unanswered questions. those for responsible government just speculate and make false accusations weekly. a robin once told me that the early bird gets the worm so be early in your assaults, no matter how baseless.

If the men in black at City Hall weren't from the City, then it makes sense that they were investigators from the County, either the Sheriff's Department or the District Attorneys Office. Either way It's bad news when outside investigators come snooping around.

I'm not concerned about Riggy having the computers and such before Friday. They always have trails that can be followed even if stuff is deleted. Then, if he did, he'd be caught destroying evidence which is a federal offense. Listening Riggy? I know you are! FEDERAL OFFENSE. It will come out. I'm not worried.

How about not jumping the gun until the investigation, if there is one, is finished. The Police Department may or may not handle such an internal investigation itself, or if there is a conflict of interest potential may hand it off to the District Attorney. Either way, top professionals will review evidence, interview witnesses, interrogate suspects and arrive at an objective analysis as to whether a crime did or did not occur. Patience is a virtue.

Of course residents are speculating about what's going on with the fifth floor. Joyce was marched out of the building and a search warrant confiscated all his files and computers. That's fact...not speculation.
If we had a public relations manager actually earning his pay, we would have had a statement by now. Too bad he's probably busy making another PR campaign story about Steve walking a neighborhood or getting pictured in front of church pews his developer friends are demolishing.

We are not going to ignore Riggy's silence in the Joyce matter, no matter how many baseless attacks you direct at Robin and myself.
It's a first for Mr. Let's Have a Press Conference Right Now/ Get on The Air! To Riggy, it doesn't matter that there's an investigation underway. It never stopped him from commenting and making accusations before.

let's hope no one jumps off the 5th floor over this.
Gericault, so we know for sure a search warrant was used to move the items? or we presume it? and we presume it had to do with Joyce? or maybe it had to do with a mole? or maybe it was boxes of old minutes that Julie never finished? perhaps it is a public records request from a reporter?
or maybe it was all a show, a shiny object.

It costs the taxpayers $150,000 for Dan Joyce and $90,000 for Christine Cordon. Tell me again what it is that they do for the city and how necessary their positions are. That's 2 police officers salaries!

Im sure the investigators are all over it, but just in case they're not, someone should have them pull the cctv footage of everyone who entered and exited 5th floor by their computers from the time they were escorted out and when the computers were taken.

There should also be a log as to who entered and exited city hall after hours.

Unless saved, the footage might erase after a week.

If there are arrests made and a crime is proven,that should not be a private "personnel matter" as anyone can go onto occourts.
