Changing The Rules & OCC Growth
PLANNING COMMISSION MEETING
The Costa Mesa Planning Commission meets Monday, July 14, 2014 beginning at 6:00 p.m. In City Council Chambers. You can read the agenda HERE.
CODE ENFORCEMENT UPDATE
As part of the Consent Calendar the commission may, or may not, review the Code Enforcement Update, HERE, which will tell you which of your neighbors have been dinged by Code Enforcement for infractions - grass too long, too many cars parked on their property, chipped paint, etc. - and what kind of remediation has been seen.
PALMER STREET DEVELOPMENT
Public Hearing #1 is the application for a two-unit residential development at 270 Palmer Street - continued from the June 9th meeting at which several concerns were raised about the project. The staff report, HERE, outlines those concerns and the changes that have been made to the project.
AUTO DEALERSHIP EXPANSION CHANGES
Public Hearing #2, HERE, is a change to the ongoing expansion of the Orange Coast Buick/GMC/Cadillac automobile dealership to construct a 34,000 square foot second floor parking deck.
COSTA MESA MOTOR INN CUP REVOCATION
Public Hearing #3 is the review of the Conditional Use Permit (CUP) for the beleaguered Costa Mesa Motor Inn that allows it to provide 40% of its rooms for long-term occupancy - similar to the recent situation with the Sandpiper Inn. The 117 page staff report, HERE, recommends that the CUP be revoked because the establishment has been operating in violation - as a public nuisance - OR find that it has NOT been operating in violation. There's a snowball's chance in hades that it will not be revoked.
CHANGING THE BYLAWS
New Business #1, HERE, is the amendment of Planning Commission bylaws as follows:
This request apparently tidies up some existing practices, but it also changes the order of business.
ORANGE COAST COLLEGE EXPANSION
Way down at the end, under New Business #2, there will be a presentation by members of the administration of Orange Coast College on their "Vision 2020 Master Plan". There is no staff report, but here's what the Planning Commission Agenda says:
Informational presentation by Orange Coast College (OCC) regarding their Vision 2020 Master Plan and associated Program Environmental Impact Report (PEIR). The College is the Lead Agency for this project and not the City of Costa Mesa. The presentation is to provide information to the Planning Commission and public as part of
the community outreach effort during the public comment period for the PEIR. The Planning Commission will not be taking any action on this project. Three representatives from the College will be presenting or available to answer questions about the project including: Dennis R. Harkins, Ph.D., President; Richard T. Pagel, Ed.D., Vice President Administrative Services; and Mike Carey, LEED AP, Sustainability Coordinator.
A SNEAK PEEK...
It appears to me that we will get a sneak-peak at the presentation the same group will make the following evening at OCC beginning at 6:00 in the Library on campus. This is good news for those of us who will be stuck at the Costa Mesa City Council meeting at the same time. Or, for those who will be enjoying the Concerts in the Park, too.
OFF WE GO...
So, that's it for the first meeting of a very busy week. I'll attend and report the results. The next scheduled Planning Commission meeting is on Monday, July 28th.

Geoff, you did it again with the photo. Funny.
From the photos I wonder if Fitzpatrick has medical issues..
The next PC meeting is January 28, 2015? Really? How can that be?
